MOE Ends Contract with Mobile Guardian After Cybersecurity Breaches Affect Thousands of Students
Singapore’s Ministry of Education (MOE) has terminated its contract with Mobile Guardian, a mobile device management (MDM) provider, following two cybersecurity incidents that compromised the learning devices of thousands of students.
The first breach occurred in April 2024, when unauthorized access was gained to Mobile Guardian’s user management portal. As a result, the names and email addresses of parents and staff from 127 schools were exposed. MOE confirmed that no sensitive data was compromised and that its internal systems remained unaffected.
A more serious incident took place on August 4, when a cyberattack led to the remote wiping of approximately 13,000 students’ devices across 26 secondary schools. The attack caused the loss of applications, lesson materials, and study resources—disrupting learning just weeks before national exams.
In response to the breaches, MOE removed the Mobile Guardian app from all students’ iPads and Chromebooks. It launched a full investigation in collaboration with the Government Technology Agency (GovTech) and the Cyber Security Agency of Singapore (CSA). Investigators discovered a new vulnerability in Mobile Guardian’s system that may have enabled the attack.
Education Minister Chan Chun Sing stated that MOE has taken legal action against contractors responsible for the breaches and emphasized that all IT vendors must adhere to strict cybersecurity standards. The ministry is now evaluating alternative MDM solutions, with plans to roll out a new system by the next academic year.
To help students recover from the incident, MOE deployed extra IT personnel and offered guidance for troubleshooting. Schools provided printed learning materials and extended deadlines for assignments and assessments. Special arrangements were also made for students whose coursework was lost, including 52 O-Level Art students who are eligible for special consideration.
Despite the setbacks, Minister Chan reaffirmed MOE’s commitment to using technology to enhance education. He encouraged students and educators to adopt good digital practices, such as backing up data regularly, to safeguard against future disruptions.
The termination of the Mobile Guardian contract signals a firm stance by MOE on cybersecurity and its commitment to protecting students and their learning environments.
